My bank in the US is Capital One 360 (formerly ING Direct) and they don't charge for ACH transfers to another bank.

There are several mail forwarding services in the US. Pick a state with no state income tax, such as Florida, Texas or Nevada. I use a company named St. Brendan's Isle in Florida and have been very pleased with their service. See: http://www.sbimailservice.com
