Has the Apple ipad mini and the windows 8 tablet arrived in Thailand. Will they be cheaper there as in the UK and can they be used in the rest of the world, like South africa. What are the prices and maybe some websites of stores that carry them. I will be in thailand end of November 2012

Yes, by around 4-5k Baht (depends if you claim the VAT refund) for the 32 Gb wifi and fast mobile data model.

They can be used internationally - use a local nano-sim.
