Is this scam or legit thing ?

This is from another board (not written in English).

  Four people chartered a boat with 1500B to Ko Phai (Island).  When they were there, four Thai men came to them saying if they want to enjoy Ko Phai, they must pay 150 B each.    After negotiation the amount they want became to 100  B for staying more in Ko Phai  or 50 B to back to Pattaya immediately.   Four Thai men didn't speak any English, the boat man did terpretation.

 Is this scam ?  

Any one been to Ko Phai ?  Did you pay ?

I didn't go to that specific island, but have been on few others. I know it is customary to charge for the beach chairs this kind of amount. Could that be the case here?

It was a scam, i have been to khoh pai about 60 times in the last year and i have never been asked for any additional money apart from the hire of the boat.And sometimes when we arrive back the tide is out so we have to transfer to long boat to take us to shore at the additional charge of wait for it 100baht (between sometimes 30 people) it aint bad.

If you land on a private beach then you can be charged a fee. A couple of the areas that I like to use for photo shoots are accessed from private breaches and they charge a fee.
