it is my understanding that hunting on your own private property often has different regulations than hiring out your private property to be hunted on and licenses are often required for those renting the right to hunt on private property. each individual state is allowed to set their own regulations. on upland bird hunting farms the birds are usually kept by the farm for eating there or sale to a butcher shop, restraunt etc...
