Changing the heading of a topic

Some while ago someone raised the question of how to change a heading to a topic to account for updated information or whatever. I know its to do with the edit function but cannot work it out, advise please.

You would select the first post of the topic, and then USE FULL EDITOR (or something like that). That will bring up the topic description as well as the post contents.

The edit feature is disabled after a period of time.
