Depends on someones financial situation as well. Maybe they don't have the money to buy, or can afford to rent where they want to live but can't afford to buy there.

 

Another type may be someone on a limited income, i.e. a retiree. They can live on thier limited income and interest from say a stock, bond, mutual fund, pension,SS, or bank account, and still keep their nest egg if they rent. If they buy then they cut their monthly expenses but may not have money for an emergency
