Drinking ban in public places sought for New Year, Songkran

The Bangkok Post is reporting the government is looking at banning alcohol for New Years and Songkran. It looks as if their definition of "Public" places does not include bars so it doesn't seem to unreasonable. Anyone know different and is this kicked around every year?

 

 

 

The Public Health Ministry will propose a subordinate bill banning alcohol consumption in public places during the New Year and Songkran holidays of every year, possibly starting before the New Year holidays this month.

 

The proposed ban will take effect on Dec 31 and Jan 1 and from April 13-15 of every year.

The proposal is one of the five subordinate bills the ministry is proposing to further restrict alcohol consumption, Saman Footrakul, director of the Alcohol Control Committee Office under the Disease Control Department, said a seminar on Tuesday.

The others involve bans on alcohol sales and consumption at public-transport piers, transport terminals, places under the supervision of state agencies or enterprises and along rail tracks.

"We have submitted the proposals to the public health permanent secretary to be discussed at the Dec 19 alcohol-control meeting. The alcohol-control policy makers will meet soon after so the bills can come into effect before the upcoming New Year holidays," said Dr Saman.

I believe their intent is that bars are "public"..i.e., not in a private home or residence.

 

The second proposal mentions "public transport" locations, to distinguish from all public places, and that ban would be year round, rather than just during the two most celebrated holidays of the year. I can't disagree with that proposal too much, especially if it covers bus drivers and other conductors of public vehicles :P

 

Let's just hope the hard-line religious nuts don't have sway over the others at the "alcohol-control meeting" otherwise, it's yet another stupid law that will be on the books and enforced willy nilly.

According to today's BP the PM Gen. Prayuth has stated there will be no ban.

Prime Minister Prayut Chan-o-cha said there would be no ban on alcohol consumption in public places during the upcoming New Year holiday.

 

"But people must learn to control themselves and never drive when drunk," he said after a cabinet meeting on Tuesday.

 

Gen Prayut also said at the meeting all rules had to be practical, according to Maj Gen Sansern Kaewkamnerd, a deputy PM spokesman.

 

"They must not affect our international commitments or be considered a form of trade barriers," he said.

 

"A measure should not go against the norms. It might be better if we enforce more strictly existing rules."

The the proposed alcohol ban is officially scraped. Got to wonder how it could reasonable even come up.

 

The Committee for National Alcohol Beverage Control on Friday scrapped a proposal to ban all alcohol sales during New Year and Songkran holidays.

Speaking after a committee meeting, Public Health Minister Rajata Rajatanavin said the proposal required a more in-depth study and an intensive review as it would impact a large number of people.

The committee, however, approved the draft regulation to ban the consumption and sale of alcohol at piers, bus terminals, and properties managed by state enterprises or government agencies.

It also approved the proposal to ban all alcohol sales at the end of Buddhist Lent.

The second part does not mention airports so it's not too unreasonable.

Although I'm not arriving until New Year's Day, it's nice to see common sense prevail.

Its funny all my common sense seems to leave me the moment i step out of my taxt in pattaya ha ha
