Singapore budget carrier, ValuAir Pte Ltd, said it hoped to start flights in the first half of 2004, while Thailand's first low-cost carrier, led by national carrier Thai Airways International Plc (SET:THAI.BK - News), might get off the ground toward the end of this year.
