Can't get the hang of it...

I tried to change my pic from the smily face to an animated gif... didn't work...  so I tried a normal jpg... didn't work...

 

do I have a Thick Skull or is it just me ?

 

I tried following the directions on the message below that had the screen shots... and DUHH... I can't get it to work...
