I bellieve the rules are changing regarding permission to fly in these dust clouds. (I was listening to streamed radio from the UK). I used to use the Aungkham northern Thai food restaurant on the north end of third. It closed and will open called 1001 I think. But heaven knows when as they seem to be taking their time. Ended up in Jed jook on North Rd near Tesco. I had a visitor and thought the great food quality at Vientienne would be good, and they have a big car park!
