The first thing I would tell you do to is make sure there's no obstructions on front of the either input or output of the cooling fans. It does sound as if the video card is going. If you have another slot it fits in, I would try that, or try the integrated graphics port, assuming the motherboard has one. It could also be the motherboard's bus connection to the graphics card, which is why I suggest changing slots, if possible. Yes, I know these days most are fixed with a dedicated graphics port slot, so this may not be applicable.
