i had a bag with 55 football shirts seized 2 years ago, got an official warning and given seizure papers. i would say its pot luck who the custom officer is. it does happen and they can fine you , but its highly unlikley for 40 shirts

just got back last night with emirates, on both flights going and comming i had a one hour chane over in dubai. found this to be very good and there were no hiccups with the luggage. this was on the gatwick route

just got back and was very well pleased with the change over in dubai and got my luggage on both ocassions
