Westerners mostly say "Pattie-ya"

 

I always hear Thais pronounce it "Pat-tY-ya" (hard y like the word 'by')

Correct Thai pronunciation is pa-ta-YAA with strong emphasis and longer duration on the last syllable. Most westerners either say pa-TAI-ya or PA-ta-ya. Where the CAP indicate the emphasised syllable. As in all things, it's up to you, and nobody will (or should) correct you. They've heard them all.

In addition to what Martin said, the first two syllables should have a high tone and the last one a mid tone. I think the Thai spelling is พทัยา.
