Actually, it's a service google provides for web hosts to monitor web site activity. It's been in a couple of years now. It shows lots of good stuff, but it's all aggregated, not specific to individual members.

Neither, as far as I am concerned. I had to add specific code to the forum software to invoke it.

If you use firefox you can add the "No Script" extension to block it. No Script is a neat little extension that will stop any script from running without explicit permission.
