I live in Chiang Mai and come to Pattaya 4-5 days a month. I am reluctant to spend 790 Baht a month for internet service for such infrequent stays. Do I have a choice. The building provides service free of charge however its not terribly reliable,

Are you bringing your own laptop?

Why not just buy a feww days of Edge/GPRS from your telephone network.

If by not reliable you mean a crappy wifi signal, you could get an antenna or make your own.
