Whose navy in town?

From the baht bus around noon saw 30 or so westerners wearing naval uniforms in small groups in the general vicinity of the Marriott on second road. They definitely weren't U.S. and I doubt they were Commonwealth. I wasn't close enough to discern the lettering on their hat bands but the thought came to mind that they were Russians.
