Photoshop is a highend solution I have used it for years and still learning. Lots of simpler apps available.

Again though, you would have much better luck with an indication of what you are trying to do.

 

Restore older photos, add or delete parts, enhance physical attributes, fake Id or passport........... all and more are possible but,,,,,
