Poor in secondary location.

You will actually get better accommodations for the same baht if your a little off the typical tourist area. If your on a typical 2 week holiday then stay near the bars, if your there for 6-9 months then being near the bars might not be as important as being near a large market and eating places. Limiting yourself to a specific area when your in Pattaya for a lenght of time is foolish, afterall when you lived at home you traveled a greater distance than a 5 K radius.

For 7-10,000 baht a month you will get a decent studio condo with aircon. You will have to pay electric and water in addition. My electric bill is about 1,000 and water 300. There are many places on soi Buachao such as Diana estate,Sutus court,VM terrace etc. These places all have swimming pools and restuarants. If you dont need a pool, check out soi Metro which have lots of new built guest houses. There was a good review on here about Lilo Lils.

Not necesarily.

I'd move into a cheap hotel for a few weeks until you know where you want to live. Then rent a condo. You can get into View Talay 1 for that money, about Bt8k per month for a studio. In town, you can live in Yensabai, maybe even Centre Condo.

Moving out to Soi Buakhow will yield a condo for around Bt5k per month.

That's the ticket!

Then look at every place Soi 7 has reviewed, walk around and pop into places and after looking at 25-30 places you should have found a few diamonds in the rough.
