Try http://www.phnompenh-hotels.org for a pretty good list of options.Action is pretty spread out in Phnom Penh, I have stayed at the Big Luck Hotel for USD25/night, costs a bit more as it has a pool but good value.

I also recommend Flamingos...I paid $25/night. AC, fridge TV, good location.

 

I hear good reports on the Tonle Sap and Hope and Anchor.

 

Do not presume that because a place is named a guest house that it will be necessarily cheap, I believe it is a taxation issue. There are some excellent guest houses that beat the hotels.....and a few dumps too!
