Actually the opposite happens for a number of reasons 1.Instead of a huge group of drunk people pushed out on to street at same time in large numbers.You get a trickle out effect.Less drunks in a small are = less trouble 2. People not rushing in last couple of drinks in short amount off time before closing,people drink at steady pace.Less very drunk people at ounce on street = less trouble 3.
