Actually, it does. I don't appreciate devil's advocates who want to argue a position without believing in it. It's just annoying...but, that's just my opinion. Or perhaps, I'm just being a devil's advocate.

Yes, let's see if the one who unilaterally boosted Gabor has an explanation. I'm not going to out him, but I wouldn't complain if someone else sussed it out. The thing is, it's a bit of work to boost someone so diligently...you've got to view the target's posts in sequence, click on each one, plus vote it, then go back and take the next one, plus vote it, till you run out of plus votes. Then, the next day, you have to find out where you left off, because you can't plus vote a post you've already done. Having done that, repeat as above. It's obviously somebody with more time on their hands to "anonymously" mess with the system. It's also someone who has a low post count. If he felt so strongly about this, he should have spent all that time, posting rather than sabotaging.

And, due to some obvious vote stuffing by a couple of members I have located, the limits are back to +10/-2. The characteristics of a vote stuffer are that they make it a point to use all their + votes for a single member, and use their - votes for anyone who disagrees with that poster...on a daily basis. They are rating the poster, not the posts. Thus you have, through the efforts of a single "white knight righting all wrongs" member, a rapid rise in the reputation of a particular member. There is a member group that vote stuffers can be placed in that removes their voting rights. It's there for further abusers of the system. Both BigD and Gabor have benefited from their white knights. Here is an example of a vote stuffer's effect on one poster's rep rating:

I didn't know the answer or make the connection when the OP was made...I was going along with the browser settings idea. Then, it just hit me while I was reviewing the new posts. That button takes you into and out of Rich Text Mode, so it would likely disable all the formatting buttons...I tried it, and it did. Like you said, you learn something new everyday (if you're lucky).

Click the icon on the upper left first row of your edit toolbar. It's the only one that's enabled, so it should be easy to find.

I had to provide a work permit for post paid for both TRUE and DTAC. Not sure what they would have done if I didn't have one.
