Avatar vs Personal Pic

I'm looking in my controls and it indicates both an avatar and something else called a personal picture or personal photo?

 

What's the difference?

Avatar appears beside each post you make like the penguin to the left of this post. Personal pic is supposed to be a pic of yourself which appears in your personal profile. Most people here are to ugly to include a personal pic, including me

If it's stupid question time - about avatars; can someone tell me the basics about where you people find these sexy/sleazy, stupid, funny, outrageous.......but most of them eyecatching, even impressive ones?
