Taxi running a sped up meter

Here is a taxi with the kilometers increasing, along with the fare while it is getting gas.

I hope there isn't going to be a lot of this sort of thing going on. Making them use the meter usually assures a fair price. If this is going on, I guess you have to stop and get a different taxi.
