Looks like the MUI language packs require Ultimate.

 

Microsoft has released MUI (Multilingual User Interface) language packs for Windows 7 RTM. The Windows 7 language packs is available via Windows Update as optional update for Windows 7 Ultimate and Enterprise editions only.

I have a laptop with windows 7 home premium installed, what I want to know is it possible to install a Thai language pack without upgrading to windows 7 ultimate.

 

What do you want to do, just type and read Thai? You can do that through the Control Panel, under Regional Languages "change keyboards". There is also a specific "Thai edition" of Windows 7 sold in Thailand.

You might well do better to start all over with Windows and put in the Thai edition, then. Assuming they will upgrade you, which they should from your English edition, the max price is $120 from Microsoft Thailand. You can get lower than that at various shops of course.
