I believe the hospital is not, but it looks from the sign that there's a military wing.

Judging by the logo, presumably it's the Queen Sirikit Naval Hospital at Sattahip. Despite its name, it treats local folk as well as the navy. The 50% surcharge for foreigners is actually a bit of a bargain IMO.
