They are only for the large shops such as Carrefour and Tops etc. I am told that to buy before 11 you must buy more than a certain amount of litres. This qualifies you as a wholesaler. For some guys I know in Patttaya that would be breakfast.

Makes little difference to anyone really. Tesco Lotus does not let you buy liquor before 11 in the morning as an example.
