What I don't understand is why chris heaton had to get an RS license to show a broadcast carried over Slingbox which was sourced in the UK and shown over an internet feed.

So, the RS Company in Pattaya is going to charge 10,000 Baht for a license and to whom will they pay that fee to...?

They can't keep this for themselves, it must go to the World Cup

Funny, how ESPN covers this around the world and does not charge it's customers any extra (bars)

Public viewing would mean you have charged a fee to the customer to watch, I tend to disagree with thai logic on this one

Even though TIT, it would be a good case to debate

ESPN coverage is free and in High Definition whereas ABC (parent company of ESPN) coverage is not.

Just before the World Cup commenced, we were visited here at Cats Corner by the Pattaya Rep of RS Company, Bangkok and his lady boss, the latter who spoke very good English.

The position is this -

THB 10,000 for each TV screen. Police cannot enforce the law alone. The company rep must request police assistance and take the lead. The police are there to prevent a breach of the peace and convey all parties to the police station for the infringement to be settled. For a first offence, RS Company will seek payment of THB 100,000.

For all you upstanding and law-abiding bar owners (like MM), those of you who want to purchase a licence should ring 0847-003417 which is the mobile phone of the Pattaya rep.

I hope this assists.

By the way, here at Cats Corner, we are showing all the matches with English commentary.

OT...

Thanks for the update but she didn't speak,"good english",she spoke english well.

Because RS has the monopoly over World Cup Broadcast in Thailand. Public Internet Streaming is not licensed and therefore illegal, by paying the license fee there is a more than fair chance that RS looks the other way.

Sunny

I'm in the USA now, so I haven't been there for the WC games.

Have you been out around town and seen the WC playing on screens openly in beer bars? Or is this RS licensing and the strict fines causing the games not to be shown?

How much does Fifa get from each bar owner?...is it the same % Bruce Springsteen received from each Pattaya bar owner during the copyright crackdown?

It's the same amount and the same percentage (EXACTLY the same) as Tesco pays each rice farmer.

I thought this was simple. Boy, was I wrong!.

That's wonderful to know how much you spent. I'd have never guessed. I'm am sure Pete and Ben appreciate it.

However, I singled you out simply because you were the only person, known personally to me, who has been in the bar and posted in this topic.

Of course, when/if you come to the bar, you should know that it's your presence that is appreciated. You can stay all night without spending a satang, because we'll all be basking in the glory of your proximity. That's reward enough for us.

Heeey, I posted, it was a whole 2 words - and a smiley.

So in the normal world, your tv provider bids for the license or buys the rights to broadcast the games whereas in Thailand someone did actually pay Bt25 or so for the Thai rights and then tries to extract Bt10,000 per TV, backed up by the BiB and anyone else on the bandwagon, seemingly Chang amongst others.

So when Sky bid $50m (or whatever) for the rights, it is already priced into their subscription (not pay per view) and that is fine as they know roughly how many will subscribe and FIFA know roughly how much Sky will or can bid. However, in Thailand, apart from True/UBC and some peanuts from other broadcasters, there is no means of forecasting the take up and thus no way of pricing the package. The Bt10,000 is a very Thai "finger in the air" or rather "finger up the farang's bum" way of a fine rather than a disguised license. The other nice round number of Bt100,000 (so often quoted in Thailand) is just another piss take.

Whichever way you wrap it up, it is simply another "fuck you arsehole" or the pigs will close your bar etc. mentality so often seen in Thailand.

Now I wonder what happens with hotels and their commercial arrangement whereby they pay an extra circa Bt500 per month for additional cable outlet ? Fuck it, fine them all !

RS is a public company and reports all details of this (and much more). Why not go and see what they've paid?

Before the last World Cup the Thai TV Pool (meaning all stations, meaning taxpayers) bought rights to the World Cup. The amount paid was also public.

Heh. I don't think Pattaya bars get much time at the RS board meetings.

RS Entertainment Plc has estimated it will gross 700 million from the World Cup broadcast resale. That's in a mandatory report to the Stock Exchange, available to all. I haven't read that report, but I have read the media reports, foreign and domestic, based on it.

This is not a 3rd world country anymore.New laws, enforced laws are harder to avoid so pay up if you have too,no hiding places now unfortunatley.
Ain't that true.... I just got back from one, the UK.

The airport here makes the service in the UK look like Timbuktu.

It's how things work in Thailand. Jeez, they even translate it into English to make it easier for barowners to understand. 2guns 2guns

These barowners, they think they are above the rules and laws.

Some even allow smoking in their bars...... 2guns

jacko,

I'm a smoker, but even I find the attitude of some Pattaya barowners towards their non-smoking customers borders on contempt. 2guns

In many cases I don't think their reluctance to comply with the law is financially driven, but more to do with their own personal smoking habits.

Twas a bit Tongue-in-cheek Tom.

Up here in Pattaya, the GO-GOs have pretty much given up on the law.........

But you have a point..... a smoking boss/owner isn't likely to impose restrictions.

I got back last night and the GF complained I stink of the ciggies.... places were devoid of customers so even the bored girls were puffing on the moron-sticks.

But I think I spotted Ricky in Babydolls sporting one of those nicotine inhalers that glow violet at the end last night.... but later he was back on regular nails.....a smoky illusion??

That may very well be the case but surely those numbers are based largely on the reselling of rights to the free to air and satellite / cable TV companies. No-one is going to make a statement to the stock exchange based on how much they can prize from a per actual TV scamming Bt10,000 selling the "rights" to bars in Pattaya and such like. True/UBC will have paid the lion's share I'll guess and that has been factored into their costs, which to my knowledge, has not raised the subscription package rates. What this scam is is to charge people again for non existent licenses when they those paying have already paid through their normal subscription (save for the domestic / business issue, which True have never really cared about).

Is the Marriott paying Bt10,000 for all their 500 TVs ? I think not !

Why do you continue to say "scam"? This operation is the same as in all developed countries and increasing numbers of developing ones. It's legal, it's international law, it's national law. No matter how you hate it, it's not a scam any more than the sale of Microsoft Windows or the sale of cheap and expensive airline tickets for the same flight. It's business. Not only that but if you consider that 700 million baht for a moment, you'll be able to see how totally insignificant Pattaya bars are in the overall scheme and why RS gives them the amount of respect as they do with that (alleged) crummy little one-man operation. ("Alleged" because I haven't a clue what is ACTUALLY happening in collecting fees from Pattaya bars, only what is alleged in these threads.)

I don't know. But you could ask, and I bet it is as easy to find out. I would GUESS that Marriott is paying twice, once a total for in-room screens, and then again based on "walk-in" restaurant and bar screens, and I'd guess it's way more than 10,000 baht total -- but I don't know and definitely don't care that far down the food chain.

I just got back from the states tonight. I've been away during the entire WC so far. I had a chance to talk to my manager, Moulie, and she passed on some interesting information.

Apparently Chang is no longer providing licenses. I have no idea why.

Contacting RS directly, they say that their license fee is dependent on the size of the TV. The prices vary from 2000b to 4000b, from small screen to projection TVs. There is no 10000b fee per TV...at least, not now.

Singha contacted her and offered to license for the WC for 5000b for each TV.

I leave it to you to guess what her answer was.

After being up 36 hours, I might have gotten a few details wrong, but that was the gist of what I think I heard. :D

heh. Look. I don't carry any water for these intellectual property gangs, and you're not a million miles off, in my personal opinion. HOWEVER it is most definitely and assuredly national and international law. And actually, countries such as yours are ganging up on Thailand shamefully for not doing enough of it, and have been for years.

Just an addendum to this thread.

RS is now selling rights to watch the FIFA World Cup for 3000THB, regardless of how many seats or TVs are in the bar.

We just got our license, which is prominently displayed on our front door, just in time for the America and England Group C final matches.

Consequently, we will be showing the rest of the games in the series.
