Frugality cuts expenses which would otherwise stand out and looks to save money by removing non necessities. Cheapness saves money at another's expense.

 

Not sure about that. For instance Budget Baked beans are half the price of "Premium" beans and as they are canned on the same production line, is buying them cheap or frugal? If I opt to buy the budget one then surely I am endangering the livelihoods of the people working for the premium brands?

 

Most countries have a great amount of people who have to live frugally to have an existenceand I am sure that they wouldnt understand the distinction of buying cheap and being frugal when all they want to do is survive.
