Yes when I first came to Pattaya it was understood that the paying guest was entitled to the pool, seating etc but once the Thais worked out that the Welfare Staters gladly paid so that freeloaders may enjoy their leisure time the pools and seating are now the preserve of visiting prostitutes, thier co-workers, relatives etc therefore I stopped staying at such places long ago. Well that's about twice what it was before the Nanny Staters thought all their xmas's come at once when the Baht crashed (vis a vis the Welfare States) and celebrated by bidding prices up to their current levels.
