I have a differing opinion. if you only have 3 weeks holiday for the next 6-12 months that is gonna be a lot of pattaya blues. i would use 2 weeks now and then split the time left until you can get a third trip in. For example if you earn you next year's holiday in 6 months, go two weeks now and then 1 week in 3 months. At my last job i got 2 weeks vacation and i would use those in one week increments every 3 months and then take two leaves of absense 3 months after the last trip so that i got in 4 one week trips a year. Large grouping of open air beer bars on Soi 7 and Soi 8, also on 2d road area by soi 2. Remember the ST bars on soi 6 and soi post office and Lolitas on soi Diana. Hopefully you are sharing a hotel room on your budget. Food is practically free if you eat in Thai places (Kiss Foods). You will be able to do one ST and one LT a day, but forget about getting shitty everyday. no guest fee in June in a suite and no in room safe, though they do have the deposit boxes with access till like 8 pm. I always put my own padlock on the box also. There is like a thb3000 fee if you lose your key so just get another key made. also important to note that the 8pm closing time for the deposit boxes doesn't apply when you are checking out. I have stayed at both and was satisfied by both. I got bigger rooms and paid more than thb850. The pool on the roof of the Flipper lodge is nice and has a view of the bay. Rooms not as well kept as Areca and do not include breakfast, not that Areca's breakfast is anything great (Nana Hotel has a much better breakfast). The one tip i will give is that if you stay on Soi 8, do not barfine on Soi 8. Soi 7 is one street over and there are about 1000 bars between Soi 8 and Walking Street. If you like Soi 6 don't forget the BJ bars on Soi Post Office, Second Rd end, for a similar experience
