I am not too sure what you want exactly but if you want rolling tabacco they sell it in the shop opposite Tops supermarket, on the corner of 2nd road and Pattaya central road(Klang). I have also seen them in various family mart stores in Soi 8 and 7. They sell Drum and Golden Virgina and many other brands. I think about 220 baht for 50 grams.

I used Mr Toom's service on the 1st June, one of his drivers was waiting for me when I arrived and had a good safe drive to Pattaya, recommended.

I would pass on the Royal President, stayed there 2 times, once in the court wing which was very run down and they do not even fill the mini bar, and once in the main wing, the room was ok, again nothing in the mini bar. The staff were alright, it is a bit of a trek down the soi. I think they have better rooms but I have not seen them. The President Solitaire is a better place but more expensive.
