Assuming it is a Windows computer, the high chances are it is a very poor update by Microsoft, or malware (something like a virus, say). But without knowing what kind of computer it is, there are hundreds of possibilities. Google Is Your Friend, if you're willing to give Google the information.

I had a virus that was cuasing the exact same thing, the computer just keep doing a loop, rebooting unable to start in safe mode or anyotherway. etc.

 

I had to do a start up from the Windows Installation Disc and then do a repair, this got me back intowindows and allowed me to fix the virus.

What operating system is it running ?

 

He's got Windows Vista. I asked him this morning if he had a boot disc and he said no and wasn't given one when he bought the computer at Best Buy here.

He had no Installation or boot CD, it's Windows Vista, and I was told where he bought it that I would have to get one from the manufacture for about $60 or so. I have Windows XP on my computer. Any way I can create a boot up CD for his Vista?

Not a useful one that will help Vista, no.

 

He needs to hit F8 (probably repeatedly) and try to start in Safe Mode, start up System Restore and go back in time (It won't touch his data). At this point this is the best possibility.

 

Alternatively, hit F8 and choose "boot in last known good configuration". This probably won't work but is definitely worth a try, only takes 10 minutes.

 

Last alternative, just hose the effing thing -- make sure you have all the personal data off it, buy Windows 7 (really) and install from scratch, i.e. format the disk. If he does NOT have a backup, let us know and someone will tell you how to boot in DOS (with a disk made in XP, maybe) and copy all the non-backed-up data off.
