I get the feeling that there is a bit of "cartelling" going on with the 3 main airlines. Although dealing with 1st, I was waiting for ages for Emirates to drop their fare as in previous years. It didn't happen, and still hasn't, but I did get the normal reduced price by going through an agency rather than directly through Emirates. I don't have so many options for my flights emanating from Dubai though. We need one of them to "break away" and come out with a good "offer", the others would then have to start thinking.
