I emailed a lot of hotels (20+) when I had a last-minute chance to come over for Xmas. Not just the obvious ones; places I've stayed before, out of the way places, places I only found by searching the hotels section, places out of town. Found one room for 1600b per night, normal season rate 1150b. Don't like your chances in the budget range. You could maybe try Dao Hotel, other side of Sukhumvit.

Why would you want to walk TO Walking St? You'll have to run the gamut of countless touts and vendors. You'll get all sweaty. A baht bus costs 10b. The Haven in Soi 13 meets all your requirements. It also has a clean pool and excellent food. You come and go as you please.
