Of the players you quoted, Oxlade-Chamberlain was sold by the present owners and Shearer went before Lowe. I'm sure they could have done a lot with the 5m quid they got upfront for Walcott. It wouldn't even have bought you a Scottish goalkeeper. As it is, the current owners paid around 10-15m for the club and its assets and have chucked in another 30+m quid for players in the last year - partly financed by the 12-15m quid they received from Arsenal for the aforementioned, Oxlade-Chamberlain.

Probably because they weren't known for producing (m)any top players worth selling. Of their Premiership-winning squad, how many were actually home grown? Micah Richards? Remember him? Southampton, for their sins, did (as far as I recall) have a reputation for retaining their best players such as Le Tissier and Channon.
