  1. No, didn't miss anything. On the boat - we have the only bar license on any boat at Bali Hai (in fact no other boat in the Pattaya area has one). We can technically operate as a bar just sitting at the wharf and as low season starts we may be doing so on a couple of days a week. .... errr, correction, actually you did miss something.   2. They seem to be phasing out the cards in favour of the printed slips - makes sense as no stock is required. Some of them also do an instant topup via the terminals at the 7-11. You enter your phone number (or the number you want to top up) and within seconds it's done for you online. Great system for topping up someone elses phone. When I worked on this sort of thing in Australia there were only 3 major provider of card services in the whole country.
