I use Irfan View for viewing and Paint.NET for editing. You can set an external editor for Irfan View in preferences so as you are cycling through a set of pictures and you see one that needs editing just pull it up in Paint.Net with File > Open In External. Do what you need to do to the photo then Save, or Save As if you want to keep the original, then Close or Exit. If you know you will be doing several edits to different photos just Close the image but leave Paint open. In Irfan View hit F5 to see your new masterpiece. Both programs are free

It does ok for simple stuff but a lot of documents created on M$ Office will not display properly in OO. And as has been mentioned macros in M$ Office docs will not run. Still, for the price it's a good deal.
