I think after an accident like that I would be calling somebody for help, almost certainly in shock herself and probably unaware of the fate of the those traveling in the mini van, I am assuming this photo will have been taken many minutes after the accident as I presume the news photographer was not waiting at the scene for an accident to happen. There are some rules regarding state pension as well for persons permanently abroad, I think it gets frozen meaning it will not increase annually in line with cost of living.
