After the admin link and password (123456) was posted on Facebook the site was heavily edited/hacked and then taken down by the developers who were making the site for the Immigration Department. They were given live data to develop the site. Why it was not kept behind a firewall with some real security is an issue the Immigration Dept will want to discuss with the developers (oh to be a fly on the wall for that meting). Hope the Immigration Dept have more success in contacting them than the various media outlets who would like to get an interview or even a quote from them.

You need to a little more research. I have had a Thai PhD student as Thai language teacher, the government pays their tuition and they can repay by working in the government system for a number of years. If you do a quick search on TV, there is a recent news thread about a a Thai dentist who did her training at Harvard and has not repaid the government, she is disputing the payment terms rather than the dollars involved.
