If that's on Klang? There's no ticket or notice on windscreen so I guess it's an anti theft measure.

Yes actually it was... and it was parked right on the edge of the no parking line so seemed odd. Strange as an anti-theft measure too though, easier to lock the doors or use a steering lock.
